Comment on 2014 NYSED ESEA Flexibility Waiver Amendment

Everyone Reading submitted a comment on January 27, 2014, expressing its strong opposition to the New York State Education Department’s proposed Elementary and Secondary Education Act (ESEA) Flexibility Waiver amendment that would allow schools to administer out-of-grade testing to “students with significant cognitive disabilities.”  The proposed amendment, among other concerns, violates the rights that various federal, state, and local laws guarantee students with disabilities; singles these students out for unequal treatment; and lowers standards and expectations for them.
